Raising climate change awareness among stakeholders in Tajikistan
The project task is to oversee a draft institutional assessment and gap analysis and to support the design and conduct of training and awareness raising modules for both policy-makers and for stakeholders in the country’s regions. The proposal is funded by Phase I of the Pilot Programme for Climate Resiliency (PPCR, a Climate Investment Fund) and implemented by UNDP; it will run through March 2012 and will feed directly into a capacity development initiative to be funded under Phase II of the PPCR.
Tajikistan is one of the most vulnerable countries to the effects of climate change, and its effects threaten gains in economic development and human security. However, it is widely acknowledged that knowledge of climate change issues among nearly all stakeholder groups is very low. Furthermore, government policies, both general and sectoral, do not include climate considerations in their development or execution. While several initiatives have conducted a stocktaking of capacity issues, there is still a need to provide a clear and practical roadmap for capacity development at all levels of society.
For this reason, Eco will focus mainly on developing a roadmap in the form of a set of highly focused reports and recommendations. It will also use training and awareness raising activities as a means of assessing baseline knowledge and awareness rigorously, allowing further projects to document their impact in a more meaningful way. Finally, Eco will provide a toolkit of project approaches and resources that will allow successful techniques to be replicated in other countries.
