Community approach to energy efficiency in Belarusian schools
Eco Ltd staff were awarded a contract to finalize the development of a Concept Note and budget and provide inputs to a Project Document in Belarus for the project “Developing an Integrated Approach to a Stepped-Up Energy Savings Programme” to be implemented by UNDP in cooperation with the Department of Energy Efficiency (Government of Belarus) and funded by the European Commission.
This project aims to use educational buildings as a means of broadening participation in energy-saving programmes and bringing new highly-efficient and renewable energy technologies to the market in Belarus.
Eco lead the editing and final design of the concept note and corresponding Terms of Reference, focusing on clarifying the roles and responsibilities of a complex, multi-city project that focuses on schools as the point of entry for energy efficiency improvements and increased public awareness. Eco also advised on good practice in EE buildings project design and sequencing, recommending clear and practical impact and progress indicators that will provide important information both for donors and for communities that wish to undertake similar projects.
Background and Key Issues
The Government of Belarus has been actively working to improve energy efficiency and reduce dependence on imports for nearly two decades. These efforts have had a significant economic effect: the energy intensity per unit of Gross Domestic Product (GDP) has been reduced by almost 50% over the past decade. However, in spite of these improvements, energy intensity per unit of GDP is still 1.5 – 2 times higher than in EU member states with similar climate conditions.
The project, which is scheduled to start in 2011, will use an area-based approach to support communities in three oblasts in identifying and carrying out energy efficiency retrofits in their local schools. Support for curriculum and teacher training will also feature in the project. Globally, schools have been shown to be effective demonstration projects because of their visibility and ability to educate students and their families about energy-saving technologies and measures.
