Improving housing sector’s energy efficiency in Turkmenistan

Eco Ltd supported the development of a project that will increase energy efficiency in the housing sector in Turkmenistan. The project task was to conduct a scoping exercise and develop a preliminary proposal for funding by the Global Environmental Facility and a request for support to prepare the final proposal. Eco’s expert advised project management on the best strategy for leveraging efficiency in the housing sector, the design of effective project activities within a sustainable institutional framework, and the development of the results framework (logical framework or logframe) and appropriate indicators for monitoring.  The proposal and request were approved by the GEF Secretariat in September 2009.

The housing sector in Turkmenistan is undergoing dramatic change.  Private construction is on the increase, and the government plans to privatize up to 90% of the housing stock in the next several years.  At the same time, much of the existing housing stock suffers from outdated design and highly-inefficient heat and power supply, and institutional capacity to support improvements is low.  Traditionally, programs to promote energy efficiency in this sector have met with serious barriers in the form of subsidized energy for households and public buildings.  Eco’s proposed solution: move upstream to work with the energy provider and focus on integrated resources planning.  Gas saved by the in-country partner can be exported rather than being wasted.
