Improving heating in rural buildings in Moldova through biomass use
Eco Ltd was awarded a contract to lead the development of the Project Document for the “Moldova Energy and Biomass Project” to be implemented by the UNDP and funded by the European Commission. This project aims to increase the use of renewable energy technology significantly through fuel switching and energy efficiency. The primary focus of the project is on improving heating comfort levels in rural public sector buildings including schools and community centres by using readily available waste straw supplied from local agricultural enterprises.
Eco has lead the development of the UNDP Project Document, including design of the project strategy, logframe/results and resource framework, work plan and the detailed implementation and financial arrangements. Building on their knowledge of the region, and insights into the design of high quality projects, Eco has worked with the national experts involved in the project and the UNDP staff. We have led stakeholder analysis, advised on best practices in the set-up and implementation of biomass energy projects and proposed a project monitoring and evaluation framework with a set of measurable impact and progress indicators, including economic, social and environmental indicators and targets and means of verification.
The overall objectives of this project, to be implemented from 2011 and 2014, are to establish a market for bailed straw as a reliable and sustainable fuel in Moldova, strengthening economic activity in rural areas and increasing local production
of biomass stoves. This is being achieved with the installation of up to 130 biomass heating systems (up to 35MW capacity), for district heating in rural communities, primarily supplying public buildings. Besides the main result of significantly scaling up the use of low-tech biomass burners for the use of waste straw, innovative sub-projects for the development and demonstration of technology for higher efficiency domestic stoves and briquette production, and the use of biomass for co-generation will also be developed.
