Integrating communities energy needs in Hungary and Slovakia

Eco Ltd has supported the development of a project to address the energy needs of marginalized communities in Hungary and Slovakia. The project task was to develop a project document (proposal) for funding by UNDP Thematic Trust funds. Eco’s experts called upon their knowledge of the region and sustainable energy in the context of poor communities to produce a high quality and relevant project design. The work entailed field visits to build a comprehensive understanding of the issues, development of a situation analysis, design of effective project activities within a sustainable institutional framework, and the development of the results framework (logical framework or logframe).

Roma are an extremely marginalized group in Hungary and Slovakia. They represent 5-10% of the total population in both countries. Their living conditions are similar to poor groups in least developed countries. The Roma settlements are mostly situated far from the towns and villages with well-established energy service facilities. As a consequence most Roma households in rural areas, do not have reliable access to heat or electricity. Instead, entire communities chop wood in local forests and tap electricity from nearby transmission lines. These illegal activities not only harm the environment, but also further alienate their communities. 

Building on their knowledge of the region, and insights into the design of high quality projects, Eco experts supported the development of the project proposal that was subsequently funded and successfully implemented by local stakeholders.
