An important step in the development of a project is to discuss ideas for the project with the key stakeholders. These stakeholders include government agencies, local businesses and other organisations involved with the sector.

After the project has been identified and the background information has been analysed, any successful project or programme must have a well-developed methodology and approach to implementation.

Each project or programme needs to develop a budget which meets the demands of the donor/funder and is directly linked to the outcomes, outputs and tasks of the project.

Before submitting a project or programme proposal, it is helpful to have a fresh, expert set of eyes examine the proposal to see if it is consistent with the requirements of the donor, addresses key concerns within the sector, and is of the highest quality.
