For each project or programme being designed, a thorough examination of the target sector is necessary. This review must include the basic characteristics of the sector and a logical justification for intervention into the sector. For energy efficiency in industry, for example, there may be barriers to more efficient markets which include lack of information between end-users, lack of investment capital or other priorities for investment, lack of technical know-how of energy service providers, regulatory barriers, or any number of other possibilities.
Eco works with companies and organisations to identify, review and analyse the background information clearly and coherently and developing a sound justification for the project or programme, and foundations for project strategy development.
During project identification we use a wide range of tools and techniques to analyse technical, economic, financial, know-how, institutional, legal and regulatory barriers including:

- Creation of baseline and alternative market models
- Development and use of Analytical Hierarchy Processes
- Desk-based reviews and field studies
- Survey design, delivery and analysis.
